On the afternoon of October 21, Shantou Municipal Government signed the strategic cooperative framework agreement with COSCO Group, the Economic & Information Commission of Guangdong Province, and Carry Technology Co., Ltd.

According to the agreement, Shantou Municipal Government will establish an all-round strategic partnership with COSCO Group in terms of shipping, wharf logistics, traffic infrastructure construction, equipment manufacturing and other aspects. In the principles of "interaction between the provincial government and the municipal government, and cooperation for common construction", Shantou Municipal Government will work together with the Economic & Information Commission of Guangdong Province to enhance the development and planning of zirconium industry, park construction, construction of key projects, investment promotion, capital and technology introduction, and breakthrough of key technology, to build a strategic emerging industry base. Furthermore, Shantou Municipal Government will cooperate with Carry Technology Co., Ltd. to build a "Date Special Zone", building Shantou into a service outsourcing and cloud computing industry base of international competitiveness.

　　10月21日下午，市政府与中远集团、省经信委、万国数据科技控股有限公司签订战略合作框架协议。
　　根据协议，市政府将与中远集团在航运、码头物流、交通基础设施建设、装备制造等方面建立全面战略合作伙伴关系;与省经信委按照“省市联动，合作共建”的原则，在锆产业发展及规划、园区建设、重点项目建设、招商引资引技、关键技术突破等方面加强合作，联手共建战略性新兴产业基地;与万国数据科技控股有限公司合作共建“数据特区”，将汕头建设成为具有国际竞争力的服务外包和云计算产业基地。
