During the Twelfth Five-Year Plan, Shantou City will strengthen directions on planning the cultural industry development, promoting the concentrated development of cultural industry by putting stress on planning and constructing projects and bases that can lead the direction of cultural industry development and creating a display and trade-off platform for cultural products.

It mainly includes: holding the three professional display and trade-off fairs for cultural products including "China Chenghai International Toys & Gifts Fair", "China (Shantou) Stationery Fair" and "China (Longhu, Shantou) Painting and Calligraphy Art Products Trade Fair", to create a display and trade-off platform for cultural products of Shantou City; diligently planning and constructing the four cultural industry regions and implementing overall planning for Longhu and Jinping printing industry region, Chenghai cartoon toys creativity industry region, Chaoyang hard-disk industry region, Chaonan toys industry region, which has been listed as the key projects for cultural industry of Shantou City; further strengthening the support from government policy on cultural industry and the directing and monetary support from government to promote the cultural industry development.

　　“十二五”期间，我市将加强对文化产业发展的规划指导，通过重点规划建设一批引领文化产业发展方向的项目、基地，着力打造文化产品展示交易平台，推动文化产业集聚发展。
　　主要包括：办好“中国澄海国际玩具礼品博览会”、“中国(汕头)文具博览会”、“中国(汕头龙湖)书画艺术产品交易会”三个专业性文化产品展示交易展会，打造我市文化产品展示交易平台;根据我市文化产业集聚发展的现状，着力规划建设四大文化产业园区，对龙湖、金平印刷产业园区、澄海动漫玩具创意产业园区、潮阳光盘产业园区、潮南玩具产业园区进行统筹规划，列为我市文化产业重点建设项目;进一步加大文化产业政策扶持力度，加强政府引导和财政资金扶持力度，促进文化产业不断做强做大。
