Recently, the municipal government examined and adopted Shantou Business Registration System Reform Plan at an executive meeting, fully launching business registration reform throughout the city from May 23, which will be basically completed before the end of this year. By adhering to the basic principles of market-orientation, decentralization, standardization and unification, convenience and efficiency, easing entry and strict control, equal rights and responsibilities, the reform will re-create the approval process of business registration, changing the policy of "certificate before license" into "license before certificate". By easing market access regulation, we shall strengthen and improve administrative services, clarify and strengthen supervisory duties, amplify business credit system, to further stimulate vitality and creativity of business subjects, and create legal and international business environment.

　　近日市政府常务会议审议通过《汕头市商事登记制度改革实施方案》，从5月23日起在全市范围内全面推开商事登记制度改革，到今年年底前基本完成。此次改革坚持市场主导、简政放权，规范统一、便捷高效，宽进严管、权责对等的基本原则，将重造工商登记审批流程，实行“先证后照”改“先照后证”改革。通过放松市场准入管制，加强和改进行政服务，厘清和强化部门监管职责，健全商务诚信体系，进一步激发商事主体的活力和创造力，营造法治化、国际化营商环境。
