To further promote the construction of open and transparent business environment of legalization and internationalization, the municipal Party committee and the municipal government decided to launch the “Three Centralization” action to enterprises’ development in the whole city that focuses on "Centralization in Approval, Tackling and Breakthrough", collectively solve the problems and difficulties the enterprises are confronted with(hereinafter referred to as "enterprise demands"), and substantially carry forward the project construction, support the enterprises’ growth and enlarge the scale of the entity economy by establishing the system of joint approval meeting.

The “Three Centralization” system includes the services as follows: the newly carried out projects; the projects that need to settle the problems in capital expansion; the projects that need the efforts of many departments for joint handling and accelerated approval; the major projects under the supervision of the municipal Party committee and the municipal government. The enterprise demands are gathered by the means of the department’s collection, acceptance at service window and application to the online service hall.

　　为进一步推动建设公开透明的法制化、国际化营商环境，市委市政府决定在全市开展以“集中审批、集中攻关、集中突破”为主要内容的“三集中”服务企业发展活动，通过设立联审办公会制度，集中解决企业发展中碰到的问题和困难(下称“企业诉求”)，实实在在推进项目建设，扶持企业发展，推动实体经济壮大。
　　“三集中”制度服务范围包括：新落地项目;增资扩产过程中碰到需协调解决问题的项目;涉及多部门，需联合办理、加速审批的项目;市委、市政府督办的重大项目。企业诉求收集途径包括部门主动收集、服务窗口受理、网上办事大厅申请3种。
