In order to give full play to the advantages of overseas Chinese business resources and build an agglomeration area for the industries of overseas Chinese businessmen and the  innovation and entrepreneurship of overseas Chinese nationals, on the morning of December 14, 2017 Overseas Chinese Businessmen Shantou Tour and the Unveiling Ceremony of "Qiaomengyuan", which were organized by the Overseas Chinese Affairs Office of the State Council and undertaken by the People＇s Government of Shantou City, the Overseas Chinese Affairs Office of the People＇s Government of Guangdong Province and China Overseas Chinese Entrepreneurs Association, were held in Regency Hotel Shantou.

In his speech, Qiu Yuanping, Director of the Overseas Chinese Affairs Office of the State Council, hoped that, by landing China’s 17th “Qiaomengyuan” in Shantou, which is the largest in China, a trumpet for gathering together is sounded for the folks of Chaoshan origin and the compatriots from all walks of life at home and abroad, calling on people to join hands in the new era, to invest in Shantou and to pursue innovation and entrepreneurship. He hoped that, with the help of "Qiaomengyuan", Shantou would make full use of "overseas Chinese＇s resources" and launch a "combination blow", and build "Qiaomengyuan" a new south China＇s "Overseas Chinese Town" with integrated functions and unique characteristics.

Shantou "Qiaomengyuan" has developed the development vision of "building a platform for overseas Chinese to gather, develop and innovate"; it will base itself on Shantou Overseas Chinese Economic and Cultural Cooperation Pilot Area —— a national strategic platform. Relying on "one core, three new towns and five bases", it will be built into a platform for attracting overseas Chinese to pursue innovation and entrepreneurship, forming industrial clusters for overseas Chinese businessmen and bringing together high-end talents.

　　为进一步发挥侨务资源优势，打造侨商产业和华侨华人创新创业聚集区，12月14日上午，由国务院侨务办公室主办，汕头市人民政府、广东省政府侨务办公室、中国侨商投资企业协会承办的2017侨商汕头行暨“侨梦苑”揭牌仪式在汕头帝豪酒店举行。
　　国侨办主任裘援平在致辞时表示，希望通过全国第十七个、也是规模最大的“侨梦苑”落户汕头，向海内外潮汕乡亲和各界同胞发出集结号，号召大家面向新时代携起手来，到汕头投资兴业、创新创业。希望汕头借助“侨梦苑”，打好“侨牌”和“组合拳”，将“侨梦苑”打造成具有综合功能、独具特色的中国南方新侨城。
　　汕头“侨梦苑”以“华侨华人聚集发展创新平台”为发展愿景，立足华侨试验区国家级战略平台，将依托“一核心三新城五基地”，打造吸引华侨华人创业创新、侨商产业聚集、高端人才聚集的平台。
