Shantou City will take three major projects, namely, "pan-port economic development, urban service improvement, and cultivation of coastal cultural tourism", as the core, to speed up the construction of regional service center, and constantly enhance the gathering, distribution, radiation and service functions of Shantou as the urban and town cluster center in East Guangdong.

In order to accelerate the development of headquarters economy, Shantou City plans a piece of land of 99 hectares for headquarters economy in Zhugang New Town to promote the transformation and upgrading of the advantageous enterprises in Shantou, to attract large foreign enterprises to settle in Shantou, to speed up the return of and investment by Chaoshan businessmen in different places, and to enlarge the economic gross volume with the construction of headquarters economic cluster as the carrier, so as to build Shantou into a regional central city of enterprise headquarters  radiating to East Guangdong, southwestern Fujian and southeast Jiangxi, affecting PRD and the economic zone on the west bank of the straits, and serving Chaoshan businessmen worldwide.

　　为加快总部经济的发展，我市将在珠港新城规划总部经济用地99公顷，以总部经济集聚区建设为载体，推动本市优势企业转型升级，吸引外来大型企业落户，促进各地潮商回归投资，增大经济总量，把汕头打造成为辐射粤东、闽西南和赣东南地区，影响珠三角和海西经济区、服务全球潮商的区域性企业总部中心城市。
