To promote the development and construction of Overseas Chinese Economic and Cultural Cooperation Pilot Zone, Shantou actively carries out policy combing, policy innovation and policy preference. Recently, the research groups have been set up in seven fields - financial policy, trade and investment policy, personnel exchanges facilitation policy, modern services and emerging industries policy, land and sea use policy, cultural and educational exchanges and medical cooperation policy, civil and tax policy, to develop corresponding policy drafts, list specific policies and measures for national and provincial support, and actively prepare for regulations and legislation in Gulf New District and Overseas Chinese Pilot Zone, which is included in the legislative program in 2015.

　　为推进华侨经济文化合作试验区开发建设，我市积极组织开展政策梳理、政策创新和政策争取等工作。日前，专门成立了金融政策、贸易投资政策、人员往来便利化政策、现代服务业和新兴产业政策、用地用海领域政策、文化教育交流医疗合作政策、民政和财税领域政策等7个领域的研究小组，制订相应政策草案，列出具体争取国家和省支持的政策措施清单，并积极做好海湾新区及华侨试验区条例立法前期准备工作，纳入2015年度立法计划。
