Recently, Shantou issued the Implementation Opinions of Shantou on the Construction of New Research and Development Institutions, which proposes that by 2017 Shantou will work hard for establishment of 10 new research and development institutions so as to promote the construction of new research and development institutions.

According to the Opinions, the development and construction of new research and development institutions should focus on Shantou＇s transformation and upgrading of traditional industries including textile and garments, intelligent toys and light industrial equipment and strategic emerging industries including the new generation of information technology, bio-industry, new energy, new materials, energy saving and environmental protection. Shantou encourages universities, research institutes, enterprises, social organizations, industry alliances, venture capital funds to invest the construction of new research and development institutions in a variety of ways including the construction of such institutions by the enterprises themselves; the joint construction of such institutions by the universities and Shantou; the joint construction of such institutions by the research institutes and Shantou, and the joint construction of such institutions by the alliances. Shantou supports the new research and development institutions to build national and provincial engineering technology centers, key laboratories, academician workstations and post doctoral workstations, as well as to introduce and train high-level talents.

　　日前我市出台《汕头市新型研发机构建设实施意见》，提出到2017年，全市力争建成10家新型研发机构，推进我市新型研发机构建设。
　　根据《意见》，新型研发机构要围绕我市纺织服装、智能玩具、轻工装备等传统产业转型升级和新一代信息技术、生物产业、新能源、新材料、节能环保等战略性新兴产业发展建设，鼓励高校、科研院所、企业、社会组织、产业联盟、创投基金等各类主体采用企业自建、校地共建、院(所)地共建、联盟共建等多种方式投资建设新型研发机构。支持新型研发机构建设国家级、省级工程技术中心、重点实验室、院士工作站、博士后工作站，引进和培养高层次人才。
