This year, facing the complex harsh economic environment and development situation at home and abroad, Shantou City adheres to making progress while maintaining stabilities, takes an active approach to the work, and has achieved a steady start in the city＇s economy. In the first quarter of this year, Shantou City realized a GDP of RMB 38.622 billion, an increase of 7.4％ over the previous year. Next, Shantou City will formulate and issue Shantou City Action Plan of the Structural Reform of the Supply Front to Reduce Costs (2016—2018), creating a virtuous circle pattern for enterprise development and economic development.

  According to the Plan, Shantou City will implement 30 specific measures in 7 aspects, further carry out administrative streamlining and power delegation as well as the reform of the tax and fee system, improve the mechanism of forming market-oriented factor prices, improve the rule of law business environment, reduce the costs of enterprises, stimulate the vitality of enterprises and enhance their competitiveness. By the end of this year, it is expected to alleviate burdens of RMB 6 billion on the enterprises of Shantou, including reducing the tax costs of about RMB 2.4 billion and the financial costs of about RMB 2 billion.

　　今年以来，面对国内外复杂严峻的经济环境和发展形势，我市坚持稳中求进，积极应对，实现了全市经济稳健开局。今年一季度，全市实现地区生产总值386.22亿元，同比增长7.4％。接下来，我市将制订出台《汕头市供给侧结构性改革降成本行动计划(2016—2018年)》，为企业发展和经济发展营造良性循环格局。
　　该计划将实施7个方面30条具体措施，深入推进简政放权、正税清费，健全要素价格市场化形成机制，完善法治化营商环境，降低企业成本，激发企业活力，提升竞争力。预计到今年底为全市企业减负的60亿元中，降低税负成本约24亿元，降低财务成本约20亿元。
