Recently, Shantou City issued the Several Measures for Promoting the Great Development and Significant Improvement of Private Economy, aiming to further strengthen the support for private enterprises in Shantou City and optimize the environment for the development of private economy from six major aspects including expanding the development space, reducing the burden of operation, encouraging investment and financing, promoting innovation and development, making the enterprises stronger and larger and strengthening service support.

With rregard to encouraging investment and financing as well as promoting the innovation and development of private economy, Shantou City will raise RMB 100 million to set up the credit risk compensation fund for micro, small and medium-sized enterprises so as to make loan risk compensation for the banks, guarantee, insurance and other institutions which provide financing services for the micro, small and medium-sized enterprises, especially private enterprises, actively select and establish the PPP project reserve bank at this level, and apply for including the demonstrative PPP projects into the PPP project reserve bank at the provincial level or above. Meanwhile, Shantou City will establish the reserve bank for cultivating high-tech enterprises and improve the mechanism for cultivating high-tech enterprises. In addition, if an individual business is transformed into an enterprise, it will be given tax preference as micro and small-sized enterprises since the day when it is transformed into an enterprise.

　　近日，我市出台《关于促进民营经济大发展大提升的若干措施》，将从拓展发展空间、减轻经营负担、鼓励投资融资、促进创新发展、扶持做强做大、强化服务保障等六大方面，进一步加大对我市民营企业的扶持力度，优化民营经济发展环境。
　　在鼓励投融资和促进民营经济创新发展方面，我市将筹资1亿元设立中小微企业信贷风险补偿资金，对向中小微企业特别是民营企业提供融资服务的银行、担保、保险等机构给予贷款风险补偿，并积极遴选建立本级PPP项目储备库，将具有示范性的PPP项目申报纳入省级以上PPP项目储备库。同时建立高新技术企业培育后备库，完善高新技术企业培育机制。此外，对个体工商户转型为企业的，将自其转为企业之日起一律视为小微企业给予税收优惠。
