In 2018, Guangdong Province will focus on the prominent problems and  areas of weakness in current economic and social development, and, on the basis of continuing the pilot projects which have been arranged by the central government and Guangdong Province, plan to deploy a number of new reform pilot projects. Among others, Guangdong Province will focus on carrying out three comprehensive reform pilots, including the business environment comprehensive reform pilot, rural vitalization comprehensive reform pilot, and "Digital Government" comprehensive reform pilot. Along with Guangzhou, Shenzhen and Dongguan, Shantou is included in the pilot area for the comprehensive reform of business environment. Shantou will take the lead in creating a demonstration city of business environment construction. It is required that Shantou should formulate and promulgate the overall plan for optimizing business environment, focusing on promoting the reform pilot tasks, such as carrying out government administration reform, reducing comprehensive business cost and facilitating trade and investment.

　　2018年，广东省将聚焦当前经济社会发展的突出问题和短板，在继续推进中央和省已部署开展的试点基础上，谋划部署一批新的改革试点项目。其中，重点开展3项综合改革试点，包括营商环境综合改革试点、乡村振兴综合改革试点和“数字政府”综合改革试点。汕头与广州、深圳、东莞被列入营商环境综合改革试点，率先创建营商环境建设示范城市，要求年内制定出台优化营商环境总体方案，重点推进政务服务管理改革、降低综合营商成本、投资贸易便利化等改革试点任务。
