According to the investigation on the investment environment and risks in mainland China carried out by Taiwan Electrical and Electronic Manufacturers Association (a renowned industrial and commercial association in Taiwan) in 2004, Shantou City had moved up to the 8th place from the 41st in 2001, the 21st in 2002, and the 9th in 2003. This was the second consecutive year that Shantou City was listed among the "Highly-Recommended Cities for Investment by Taiwan Merchants".

This widely-concerned "city ranking" listed 14 cities (districts) as the "Highly-Recommended Cities for Investment by Taiwan Merchants", including Xiaoshan in Hangzhou, Minhang in Shanghai, Chengdu, Yangzhou, Xuzhou, Jiangying in Wuxi, Tianjin, Kunshan in Suzhou, Jiaxing, Dalian, Nanchang, Shantou, Jinan and Qingdao. The previous mode was used for the ranking in 2004, where the Association evaluated the surveyed cities based on comprehensive consideration of their investment environment, investment risks and recommendations by Taiwan merchants, and classified the cities into 4 rating categories (highly recommended, deservedly recommended, recommended and not recommended) according to their scores. The top 10 listed cities for this year are Xiaoshan City, Yangzhou City, Jiangyin City, Chengdu City, Minhang District in Shanghai, Xuzhou City, Jiaxing City, Shantou City, Kunshan City and Nanchang City.

　　台湾知名工商团体台湾电机电子工业同业公会公布2004年对祖国内地投资环境与风险的调查结果，汕头市由2001年的第41位、2002年的第21位、2003年的第9位上升至第8位，并连续两年列入“极力推荐台商前往投资的城市”。
　　在这份引起各方关注的“城市排名”表中，共有14座城市(区)被列入“极力推荐台商前往投资的城市”，分别是杭州萧山、上海闵行、成都、扬州、徐州、无锡江阴、天津、苏州昆山、嘉兴、大连、南昌、汕头、济南、青岛。2004年的排名仍然沿袭了往年的模式，是在综合了被调查城市的投资环境、投资风险、台商推荐等调查结果后，最终由该公会作出评估，按照评分高低分为极力推荐、值得推荐、勉予推荐、暂不推荐四个等级。根据报告，今年排名前十的城市为：萧山市、扬州市、江阴市、成都市、上海闵行区、徐州市、嘉兴市、汕头市、昆山市和南昌市。
