The key project is the stabilizer and booster for promoting economic growth. This year, Shantou City will carry out 299 key construction projects, covering infrastructure, industries and people＇s livelihood projects, with a total investment of RMB 362.1 billion and an annual investment of RMB 59.1 billion.

According to the positioning as a sub-central city of Guangdong Province, Shantou Development and Reform Bureau will organize the preparation of the Development Strategic Plan for Beautiful Shantou, and the Study on the Strategy for the Construction of "One bay, One bank, Two Rivers and Three Platforms" in Shantou. It will lead the efforts to formulate and issue the plan of action on creating a business environment that is more internationalized, convenient, and based on the rule of law; centering on the top concerns of market entities, such as setting up enterprises, applying for construction approval, paying taxes, obtaining electricity and credit, and cross-border trade, further reducing approval formalities, shorten the time limit, and reducing costs, so that Shantou can reach the national advanced level in the assessment of business environment in 2018. It will develop the "Management System for the Implementation of the Outline of Shantou Development Program", and promote the solid achievement of replacing multiple plans for Shantou development with one master plan. And it will plan to promote the construction of the Greater Shantou Bay Area, and strive to form the provincial new pattern in the development of the Guangdong-Hong Kong-Macao Greater Bay Area with "joint efforts of central and sub-central cities".

　　按照广东省赋予汕头“省域副中心城市”的定位，市发改局将组织编制《美丽汕头发展战略规划》、《汕头市“一湾一岸两河三平台”建设策略研究》。牵头制订出台打造法治化国际化便利化营商环境行动计划，围绕市场主体最关心的开办企业、办理建设许可、纳税、获得电力、获得信贷、跨境贸易等领域，进一步减环节、压时限、降成本，力争2018年汕头营商环境评估排名达到全国先进水平。开发建设“汕头市发展规划纲要实施管理系统”，推动实现真正意义的“多规合一”。谋划推动大汕头湾区建设，力争与粤港澳大湾区形成“主副联动”的省域发展新格局。
