Shantou Completes Its First New-Type of Cross-Border Receipts and Payments Transaction in Offshore International Trade

Recently, the State Administration of Foreign Exchange Shantou Branch (hereinafter referred to as the "SAFE Shantou Branch") precisely addressed the new cross-border business needs of foreign trade enterprises and guided the Agricultural Bank of China Shantou Branch (hereinafter referred to as the "ABC Shantou Branch") in successfully completing the city’s first new-type of cross-border receipts and payments transaction in offshore international trade. This milestone marks Shantou's breakthrough in this business segment and opens a new settlement channel for foreign trade enterprises engaged in outsourced manufacturing.
Recently, a textile and garment enterprise under the jurisdiction of Shantou planned to launch an offshore resale business involving outsourced manufacturing in Vietnam, and expressed a need for facilitated fund settlement for new types of transactions in offshore international trade. The SAFE Shantou Branch responded quickly, promptly connected with the enterprise and ABC Shantou Branch, and guided them to make good use of relevant policies regarding new types of transactions in offshore international trade. On July 16, the enterprise successfully completed the city's first new-type of cross-border receipts and payments transaction in offshore international trade at ABC Shantou Branch. It smoothly received the contract payment from an overseas client and simultaneously paid a deposit to the contract manufacturer in Vietnam, achieving a closed-loop processing of fund receipts and payments under offshore trade.

汕头落地首笔新型离岸国际贸易跨境收支业务
近日，国家外汇管理局汕头市分局（简称外汇局汕头市分局）精准对接外贸企业跨境经营新需求，指导农业银行汕头分行成功落地全市首笔新型离岸国际贸易跨境收支业务，实现辖区该项业务零的突破，为外贸企业委外代工跨境结算开辟了新通道。
近期，辖区一家纺织服装企业计划开展越南代工离岸转手买卖业务，有新型离岸国际贸易资金结算便利需求。外汇局汕头市分局快速响应，迅速对接企业和农业银行汕头分行，指导企业和银行用好新型离岸国际贸易相关政策。7月16日，该企业成功在农业银行汕头分行办理全市首笔新型离岸国际贸易项下跨境收支业务，顺利收到境外客户合同款，并同步向越南代工企业支付定金，实现离岸贸易项下资金收付闭环办理。
