On February 10, Shantou Customs issued eighteen measures to help the enterprises in the five eastern cities of Guangdong province to cope with the epidemic difficulties in four aspects: optimizing the efficiency of customs clearance at the port, ensuring the supply of key materials, supporting the resumption of work and production of the enterprises in the customs areas, and optimizing customs service levels, so as to help local governments stabilize foreign trade and growth.The implementation period of the measures is tentatively set to be three months from the date of issue (the measures which have been clearly implemented shall be implemented within the prescribed period), Shantou Customs will make further adjustments according to the epidemic situation.

In terms of optimizing port clearance performance, Shantou Customs will comprehensively promote "advance declaration". For imported goods in Shantou customs area, all enterprises are allowed to declare in accordance with the "advance declaration" model; for export goods in Shantou customs area, the enterprises with general credit and above are allowed to declare in accordance with the export "advance declaration" model.In terms of ensuring the supply of key materials, before March 31, Shantou customs shall exempt import duties and import value-added tax and consumption tax on imported materials donated for epidemic prevention and control; and the slap tariff measures to USA will not be implemented on the exempted imported epidemic prevention and control materials.In terms of supporting the resumption of work and production of enterprises in the customs areas, Shantou customs shall give priority to those that need to conduct enterprise registration and record due to the import of epidemic prevention and control materials.

汕头海关出台措施帮扶粤东五市企业应对疫情困难

        2月10日，汕头海关出台十八条措施，从优化口岸通关效能、保障关键物资供给、支持关区企业复工复产、优化海关服务水平等四方面帮扶粤东五市企业应对疫情困难，助力地方稳外贸、稳增长。措施执行期暂定为自发布之日起三个月（措施已经明确执行的，按已规定的期限执行），汕头海关将视疫情情况需要再作调整。

        在优化口岸通关效能方面，汕头海关将全面推广“提前申报”，对于在汕头关区的进口货物，允许所有企业按照“提前申报”模式报关；对于在汕头关区的出口货物，允许一般信用及以上企业按照出口“提前申报”模式报关。在保障关键物资供给方面，3月31日前，海关对捐赠用于疫情防控的进口物资，免征进口关税和进口环节增值税、消费税；对免征进口的疫情防控物资，不实施对美加征关税措施。在支持关区企业复工复产方面，对因进口疫情防控物资需要办理企业注册登记或者备案的，海关予以优先办理。
