Guangdong innovatively adopted the "1+N" collaborative legislative model, for the purpose of promoting the thriving of Cantonese cuisine with local characteristics. Recently, the Regulation of Shantou on Promoting the Featured Teochew Cuisine Brand Building, a provincial and municipal "1+N" collaborative legislative project, was promulgated, and will take effect as of May 1, 2023.
The Regulation highlights the characteristics of Shantou as a hometown of overseas Chinese. First, in response to problems such as the unbalanced development of the industry chain of Teochew cuisine, the Regulation stipulates that high-quality specialty ingredients and healthy food resources of Teochew cuisine shall be fostered and protected, the development of agricultural industries and geographical indication products with distinctive features and advantages (such as lion-headed goose, and laver) shall be supported, and the prepared dishes and exemplary enterprises of featured Teochew cuisine brands (such as braised dishes, meatballs, and kueh) shall be fostered. Second, the Regulation has enriched the relevant regulations on the intangible cultural heritage and time-honored brands of Teochew cuisine, and it shall encourage the inheritors of the intangible cultural heritage items of Teochew cuisine and the workshops for skilled masters to develop Teochew cuisine brands, and support the application for national or local time-honored brands. For the purpose of expanding the influence of Teochew cuisine brands, the Regulation also stipulates that the fine Teochew food culture shall be integrated into the preservation and revitalization of historical and cultural blocks; the spread of Teochew cuisine culture shall be combined with the communication of traditional culture such as Teochew opera and kung fu tea. Shantou shall take advantage of its rich resources related to Teochew business people, and export featured Teochew cuisine brands to people at home and abroad; and encourage Teochew cuisine enterprises to conduct Teochew cuisine culture exchanges with the Guangdong-Hong Kong-Macao Greater Bay Area and the countries and regions involved in the Belt and Road Initiative.

汕头市立法促进潮汕菜特色品牌建设
广东创新采用“1+N”协同立法模式,促进粤菜体系特色化发展。日前,省市“1+N”协同立法项目《汕头市潮汕菜特色品牌促进条例》新鲜出炉,自2023年5月1日起施行。
条例处处彰显“汕”味和“侨”味。首先,针对潮汕菜产业链发展不均衡等问题,条例规定了培育和保护潮汕菜优质特色食材和康养饮食资源,扶持狮头鹅、紫菜等特色优势农业产业和地理标志产品的发展,扶持、培育卤味、丸类、粿类等潮汕菜特色品牌预制菜和示范企业。其次,条例充实了潮汕菜非物质文化遗产与老字号的相关规定,鼓励潮汕菜非遗项目传承人和技能大师工作室发展潮汕菜特色品牌,支持申报国家或地方老字号。为扩大品牌影响力,条例还规定在历史文化街区保育活化中融入潮汕优秀饮食文化;结合潮剧、功夫茶等传统文化,传播潮汕菜饮食文化。立足汕头丰富潮商资源,向海内外输出潮汕菜特色品牌;鼓励潮汕菜企业与粤港澳大湾区、“一带一路”沿线国家和地区开展潮汕菜文化交流。
