Recently, a financial institution under the jurisdiction of the Shantou Branch of the State Administration of Foreign Exchange successfully completed the first foreign debt registration for a construction company in Shantou City, with a total amount of RMB 28.8 million. The successful completion of such registration will improve convenience for enterprises’ cross-border financing, and promote the high-quality development of cross-border trade and investment.

In order to further facilitate cross-border trade and investment, the Guangdong Branch of the State Administration of Foreign Exchange issued the Notice of the Guangdong Branch of the State Administration of Foreign Exchange on the Pilot Program of Pursuing Higher-standard Opening up for Cross-border Trade and Investmentin January 2024. Specifically, starting from the date of issuance of the Notice, for eligible non-financial enterprises under the jurisdiction of Guangdong Province, if they borrow foreign debt or list their shares overseas, they may directly complete foreign debt registration formalities at the bank in the locality where the business is handled. The bank shall provide one-stop service of "Foreign Debt Registration - Account Opening – Money Drawing - Debt Servicing", greatly reducing the enterprises’ costs for the sake of formality.

　　汕头成功办理粤东西北首笔银行外债登记业务

　　近日，国家外汇管理局汕头市分局辖属金融机构成功为我市一建筑公司办理了粤东西北首笔外债登记业务，金额2880万元人民币。该业务的成功办理，为企业跨境融资带来更多便利，促进了跨境贸易投资高质量发展。

　　为进一步促进跨境贸易投资便利化，国家外汇管理局广东省分局1月发布了《国家外汇管理局广东省分局关于扩大跨境贸易投资高水平开放试点的通知》，其中广东省辖内符合条件的非金融企业自通知出台日起，借用外债、赴境外上市的，可直接在业务落地银行办理外债登记手续，银行提供“外债登记——开户——提款——还本付息”一站式服务，大大降低企业的“脚底成本”。
