Shantou aims to break the constraint of land resources on economic and social development by keeping saving land and cracking down on "land stockpiling" and "land speculation". According to statistics, the total area of land has been increased by over 16,000 mu over three years, and over 2,000 mu of idle land has been put into effective use, with priority attached to strategic emerging industries, conventional industrial upgrade and urban/rural optimized layout in construction land supply to promote transformation of the economic development mode in Shantou.

Over the recent years, the Municipal Committee and the Municipal Government have attached great importance to land management by promulgating and implementing a series of policies and measures such as the "Opinions of Shantou on Implementing the Common Responsibility System for Land Management", the "Notice on Several Issues of Strengthening Land Management and the Plan for Implementation of Piloting of Conserving Land in Shantou" to carry out assessment of responsibility for the land use annually plan indicator and implement arable land protection chief executive responsibility system. Meanwhile, we carried out centralized disposal of idle land, revitalized idle land and effectively guaranteed the demand for land of major projects and projects related to people＇s livelihood such as the eastern urban economic zone, the industrial transfer park in the industrial and economic zone, the Huaneng Haimen Power Plant, the Nan＇ao Cross-Sea Bridge, the Shantou – Jieyang - Meizhou Free Highway and the Xiamen-Shenzhen Railway by overall planning and coordination and make room for key projects such as the first phase of the Nanshan Bay Industry Park and the Electronic Circuit Industry Park in Haojiang District.

我市着力于突破土地资源对经济社会发展的制约，坚持节约集约用地，遏制“囤地”、“炒地”。据统计，3年多来全市共新增耕地面积逾1.6万亩，处置和盘活闲置土地逾2千亩，新增建设用地供应向战略性新兴产业、传统产业升级和城乡优化布局倾斜，促进我市经济发展方式的转变。
　　近年来，市委、市政府高度重视土地管理工作，先后制订实施了《汕头市关于建立土地管理共同责任制度的实施意见》、《关于加强土地管理若干问题的通知》、《汕头市推进节约集约用地试点示范工作实施方案》等一系列政策措施，对土地利用年度计划指标执行情况进行了责任考核，实行耕地保护行政首长负责制。同时，开展闲置土地集中清理处置，盘活存量闲置土地，通过统筹协调，有效保障了东部城市经济带、工业经济带产业转移园区、华能海门电厂、南澳跨海大桥、汕揭梅高速公路、厦深铁路等重大项目和民生项目的用地需求，为南山湾产业园一期、濠江区电子电路工业园等重点项目腾出了用地空间。
