Since this year, Shantou Customs has been actively replicating and promoting the customs supervision innovation systems of the Free Trade Zone, making vigorous efforts to timely replicate and extend the height advantage and institutional innovation advantage of reforming and opening up of the Free Trade Zone and promoting its transformation and upgrading to Shantou. Up to now, 8 of the 27 lessons from the Free Trade Zone Pilot have been implemented in Shantou. Among others, “processing trade information reform” reduces the time for enterprises to handle the electronic manual; “provenance management reform” simplifies the relevant procedures for enterprises to import goods from Hong Kong, Macao and Taiwan regions; the reforms in “Internet + self-help declaration”, “Internet + self-help tax payment” and “Internet + processing trade” enable enterprises to stay indoors to go through the formalities with the customs and enjoy the reform bonus; the reform in “loading before re-booking and new model of international transshipment self-help clearance” brings more convenient and efficient customs clearance experience to enterprises; and the “active disclosure system of the enterprise” provides the enterprise with a guarantee of the tolerance mechanism for “minor faults”.

　　今年以来,汕头海关主动复制推广自贸区海关监管创新制度,努力将自贸区改革开放、促进转型升级的高地优势和制度创新优势及时复制、延伸到汕头。至目前,27项自贸区改革试点经验已有8项在我市落地实施。其中，“加工贸易全程信息化改革”,减少了企业办理电子化手册的时间;“原产地管理改革”,简化了企业从港澳台地区进口货物的相关手续;“互联网+自助报关”、“互联网+自助缴税”、“互联网+加工贸易”改革,让企业足不出户即可办理海关业务、享受改革红利;“先装船后改配、国际转运自助通关新模式”改革,给企业带来更加便捷高效的通关体验;“企业主动披露制度”,让企业的“微小差错”有了容错机制的保障。
