On the morning of June 13, 2006, the awarding ceremony for Shantou＇s achievements in serving the handicapped was held in the conference center of Shantou Municipal Committee. Tong Xiaoquan, the Vice President and Director General of China Disabled Persons＇ Federation presented the plaque of "National Model City on Serving the Handicapped" to Mayor Huang Zhiguang, who received the plaque on behalf of the Shantou Municipal Government. This award was an acknowledgement of Shantou＇s 3-year efforts in optimizing its services to the handicapped. Shantou City is the first city to receive this valuable title of "National Model City on Serving the Handicapped".

　　2006年6月13日上午，在汕头市市委会议中心，隆重举行了汕头市创建全国残疾人工作示范城市授牌仪式，中国残联副主席、理事长汤小泉向汕头市人民政府授予“全国残疾人工作示范城市”牌匾，市长黄志光代表汕头市人民政府接牌。为期三年的汕头市创建“全国残疾人工作示范城市”工作，终于划上了一个圆满的句号。这是全国第一个拿到“全国残疾人工作示范城市”牌匾的城市，具有很重的含金量。
